THE AIM OF THE PROJECT
Understanding the impact of the COVID-19 pandemic on the free movement of posted construction workers;
Identify future national and European policy recommendations that can contribute to a better protection of posted workers in case of pandemic and other similar risks.

PHASES OF THE PROJECT
Objective: To develop an evidence-based understanding of the challenges created by the COVID-19 crisis for posting of workers in the construction sector, from the perspective of involved companies and workers
Outputs:
- 6 country reports, covering the following aspects:
- Contextual information on the measures restricting movements of workers between areas of the country and at transnational level;
- Information on how the pandemic affected the posting of workers in the construction sector:
- Have the restrictions affected the international mobility / posting of workers?
- Which were the specific challenges for the construction companies?
- Which were the specific challenges for the posted workers?
- Have there been evidences of COVID-19 outbreaks in construction sites?
- A comparative EU report identifying common challenges on the EU level
Project RESULTS:
- 6 country reports covering the results of the investigation of the impact of COVID-19 on the construction sector and on the posted workers
- EU report – comparative report identifying common challenges at EU level;
- EU Handbook - providing information on the current barriers triggered by the pandemic to the mobility of workers and companies, especially to the posted workers in the construction sector. The EU Handbook also highlights related initiatives to support the mobility and protection of posted workers during the pandemic;
- Discussion paper (EU level) - describing examples of existing digital tools and presenting the conclusions of an ad-hoc analysis of online job advertisements to substantiate discussions on how digitalisation can help monitor and enforce the rights of posted workers;
- EU toolkit - providing policy recommendations and suggestions on how to address the risks of the future emergency situations to better support the posted workers and to better prevent and monitor key issues of their working and living conditions;
- Final report - summarizing the inputs and findings of the project.
